International activities

Summary

Élections Québec carries out international cooperation activities to share Québec’s electoral expertise with other countries and with international organizations dedicated to the promotion of democracy. We are involved in the coordination of activities for the Réseau des compétences électorales francophones, a network for mutual cooperation consisting of 32 election management bodies in the Francophonie.

Objective and missions

Élections Québec’s international activities are aimed at contributing to the consolidation of electoral processes and the exchange of electoral expertise with partner countries, particularly in regard to the election management bodies that are members of the Réseau des compétences électorales francophones (RECEF).

We carry out four types of international cooperation missions:

  • Electoral needs and capacity analysis and assessment missions, which allow us to determine whether we can help an organization and where applicable, in what capacity
  • Technical assistance and training missions, in which electoral specialists provide advice to electoral bodies before, during or after elections
  • Electoral observation missions, which aim to ensure the transparency of the process, increase voter confidence, and encourage voter turnout through international testimony to the integrity of the electoral process
  • International seminars and meetings of electoral specialists, which allow for the pooling of expertise and the enrichment of knowledge

Guide to election observation

The purpose of election observation missions is to increase voter confidence, promote voter participation, and demonstrate the integrity of the process to the international community.

To help election observers prepare for their mission, we developed a practical guide in 2005. This document deals with the principles and codes of conduct for election observation and describes the roles of the various stakeholders. It also presents the preparation, process, and follow-up of an observation mission.
