We are posting a new document on our website today: the Report on Special Polling Measures – 2021 Municipal General Elections (in French only).
Produced thanks to the collaboration of returning officers in Québec municipalities following the 2021 municipal general elections, this report describes the main measures taken to adapt the Act respecting elections and referendums in municipalities:
- Extension of the election period
- Additional voting days
- Extended and standardized voting times
- Use of voters’ own pencils
- Counting of advance poll ballots beginning at 6 p.m.
- Identity verification panel at the polling stations
- Health protocol
The report outlines the returning officers’ satisfaction with each measure, how they implemented them, and any problems or difficulties they encountered.
Certain measures may be proposed as legislative amendments to ensure they are used on a permanent basis, as part of the municipal election process update.
Voting by mail extension is addressed in a separate report (PDF – in French), given the significance and scope of this particular measure.
We would like to extend our sincere thanks to the returning officers for their feedback and efforts to ensure that their elections always run smoothly, regardless of the context.
